Class Environmental Assessment for the Sturgeon Falls Water Pollution Control Centre (WPCC) - Sludge Treatment and Biosolids Management

The Study

The Municipality of West Nipissing, through its consultants AECOM, has initiated a Schedule ‘B’ Class Environmental Assessment (Class EA). The purpose of the Class EA is to identify an alternate for the existing anaerobic digestion based sludge treatment and biosolids storage management at the Sturgeon Falls Water Pollution Control Centre, in the community of Sturgeon Falls. A solution is required to address the ongoing process and structural issues/limitations with the Sludge treatment system, and the off-site hauling and land disposal of generated biosolids.

The Municipality undertook a conceptual study to identify and evaluate proven alternative sludge treatment technologies, aimed at replacing the existing anaerobic digestion based sludge treatment and biosolids storage management.

The Process

This notice indicates the start of the Class EA, a study that will define the problem, identify and evaluate alternative solutions, and determine a preferred solution in consultation with the Municipality of West Nipissing, regulatory agencies and public. The study is being conducted in compliance with the Schedule B of Municipal Class Environmental Assessment (MCEA), October 2000 as amended in 2007 and 2011, which is approved under the Ontario Environmental Assessment Act.

How to Participate

The key component of the study will be consultation with interested stakeholders (public and agencies). A drop-in style Public Information Centre (PIC) will be held to provide interested members of the public and stakeholders to present the project, review the study scope, and discuss issues related to the project including alternative solutions, evaluation criteria, environmental impacts and mitigation measures. Details regarding the forthcoming PIC will be advertised as the study progresses. Upon completion of the study, a project file report, documenting the MCEA process and the alternatives that were evaluated will be prepared, and will be made available for public review and comment.
