An Additional Dwelling Unit (ADU) is a separate self-contained dwelling unit (i.e., has its own kitchen, bathroom and sleeping areas) that is accessory to the principal dwelling unit. Additional dwelling units are referred to by many different names, including additional residential unit, basement apartment, in-law suite, garage loft, tiny home, and coach house. ADUs can be located within the same building as the principal dwelling or within an accessory structure on the same property.


Residential Properties with Municipal Water and Sewer Services:

All municipally serviced properties containing a single detached, semi-detached, duplex or townhouse dwelling are permitted to have two additional dwelling units, in addition to the principal dwelling unit. The following configurations are permitted:

  • One ADU in the main dwelling
  • Two ADUs in the main dwelling
  • One ADU in the main dwelling and one ADU in an accessory structure
  • One ADU in an accessory structure

Regulations:

  • The gross floor area of the additional residential unit must be less than the gross floor area of the principal dwelling unit.
  • Additional dwelling units that are detached from the principal building (i.e., a tiny home or garage loft) are not permitted in the front yard and must be located a minimum of 1.2 metres from the side and rear property lines
  • One parking space is required for each additional dwelling unit, in addition to the parking spaces required for the principal dwelling unit.

Residential Properties with Private Servicing (Well and/or Septic):

Properties in the Residential, Rural, and Agricultural One zones that are partially or entirely privately serviced (i.e., by well and/or septic) are permitted one additional dwelling unit within a single detached or semi-detached dwelling.

Regulations:

  • The gross floor area of the additional residential unit cannot exceed 75% of the gross floor area of the principal dwelling unit.
  • One parking space is required for the additional dwelling unit, in addition to the parking spaces required for the principal dwelling unit.  This parking space must not result in the creation of a separate driveway.

ADU Program to Support Affordable Rental Housing

The District of Nipissing Social Services Administration Board seeks to increase the supply of affordable rental housing by helping to create additional units in existing primary residences with their Additional Dwelling Unit Program.


Program Overview

  • The program provides funding to eligible homeowners for the creation of an additional dwelling unit in the homeowner’s primary residence or on the property lot, where permitted by the municipal by-laws.
  • 75% of the associated costs, to a maximum of $50,000, are covered through a forgivable loan.
  • During the term of the loan, the homeowner will provide an affordable rent to an eligible tenant. The affordability period will be set for a period of 15 years

Program Eligibility

  • Units created must be modest relative to community norms in terms of floor space and amenities.
  • Rents must be at or below the Canada Mortgage and Housing Corporation Average Market Rent for the District of Nipissing for the entire loan forgiveness period.
  • The tenant must meet income eligibility requirements.
  • Property taxes and mortgage payments must be up to date.
  • Insurance coverage be in place for the full value of the home, including the additional dwelling.
  • Construction must begin within 120 days of the date the funding agreement/letter of agreement.
