POSITION SUMMARY
Under the guidance and mentorship of the Public Works Manager, the Public Works Project Supervisor provides guidance and technical support to the Public Works department, overseeing construction projects related to roads, sidewalks, winter sanding/salting, and contract management. This role also involves the inspection of all new development in West Nipissing and will provide support to the Municipal Drain Superintendent.
ROLES AND RESPONSIBILITIES
Contract and Project Administration
- Responsible for contract administration, as assigned.
- Provide guidance, expertise and assistance, and work with Departmental Manager to ensure consistent and efficient contract administration.
- Monitor the performance and procedures to improve productivity and work quality of contractors
- Ensure quality assurance/quality control and accurate quantities of projects
- Ensure thorough and timely public notification of all projects and vehicular and pedestrian traffic disruptions
- Monitor and authorize contractor work and approve invoices for payment per corporate purchasing policy.
- Work closely with contractors performing work for the Corporation to ensure adherence to quality and safety standards.
- Provide contract supervision and updates to Departmental Manager
Roads and Infrastructure Capital Projects
- Assist with capital planning
- Monitor budget, provide updates to Manager
- Assist Manager with development of bid documents
Municipal Drains
- Assist in all municipal drain service requests
- Assist in scheduling and supervising all municipal drain maintenance
- Conduct necessary investigations and recommend a course of action to the Municipal Drain Superintendent
- Recommend and assist with a long-term preventative maintenance and capital plan
Development
- Monitor development planning and assist in approval of development plans.
- Ensure that all municipal standards are met during development, i.e. road base, drainage, water and sewer connections.
- Monitor active construction, working with developers to ensure compliance.
- Develop Municipal Standards and SOPs for developers to follow.
General Operations
- Assist with management of entrance policy and associated site inspections
- Recommend goals and objectives for the department’s long term capital planning.
- Provide recommendations to manager for annual budgets
- Participate in asset mapping and asset management planning, oversee updates to asset listings
- Lead the departmental vendor performance process
- Perform other related duties as assigned.
REQUIREMENT
- Post-secondary college diploma in a relevant field.
- A minimum of 3-5 years of practical experience.
- Possess a Class 1 Water Distribution Drinking-Water Certificate, Class 1 Wastewater Collection Operator License.
- Proven ability to read and understand design drawings/plans and profiles
- Ability to establish grades and confirm grades using various surveying equipment
- Valid Class G Driver’s License and access to a personal vehicle.
- Must have and maintain a clean criminal record and/or must be able to obtain and maintain required security clearances to work in all municipal facilities.
- Supervisory experience as well as superior oral, written and interpersonal communication skills is essential
- Proven team player with strong collaboration skills.
- Ability to engage professionally with diverse groups, including Directors, and Managers.
- Strong communicator with knowledge in the development, production and maintenance of communication tools for both internal and external stakeholders.
- Strong judgment, tact, creativity and problem-solving skills.
ASSETS
- Experience in municipal construction and heavy equipment.
- Familiarity with the Safe Drinking Water Act, Occupational Health and Safety Act and the Highway Traffic Act.
- Certified as a Municipal Drainage Superintendent by OMAFRA
- Ability to multi-task in a fast-paced environment, effectively prioritize activities and manage stress with a high degree of maturity and professionalism.
- Bilingualism is considered an asset (official languages).
WORKING CONDITIONS
- Travel may be required.
- Ability to attend and conduct presentations.
- Manual dexterity required to use desktop computers and peripherals.
- Will be required to take calls after hours, at times.
- Overtime as required.
- Lifting or moving up to 25lbs may be required.
