The Municipality of West Nipissing announces that Chief Administrative Officer (CAO) Jay Barbeau will be officially departing from his role on Friday, October 10, 2025, after 25 years of service. Council and Mr. Barbeau have agreed to begin the leadership transition in advance of the arrival of newly appointed CAO Mike Pilon, who will assume the role on November 10, 2025. In the interim, senior staff will work closely with Council to ensure continuity of operations, while Mr. Barbeau will remain available in an advisory capacity during the transition to support a smooth passing of the torch.

When Jay was hired in September 2000, West Nipissing was just beginning the process of amalgamation. From the onset, he focused on building a strong administrative foundation and guiding the organization toward long-term stability. These early efforts earned him a reputation as a steady and trusted leader during a time of major change.

During his 25-year tenure, Mr. Barbeau guided the Municipality through many challenges including major economic shifts, floods, fires, a pandemic, legal disputes, and a transition in policing services. Known for his careful financial management, he ensured public funds were used responsibly while advising Council on sustainable budgeting. His leadership saw major projects like redeveloping industrial lands, expanding critical water infrastructure, launching the West Nipissing Power Generation venture, and strengthening partnerships to improve local health and social services.

Beyond his professional contributions, Mr. Barbeau was known for his wit, sense of humour, and decisive leadership style. Each morning, he made a point to personally greet staff at Town Hall and treated them to coffee on Fridays — a small but consistent gesture that reflected his appreciation for the team.

Looking ahead, Mr. Barbeau will continue to serve as President of the Laurentian Board of Governors, a role that holds special meaning for him as a proud alumnus of Laurentian University. Outside of his professional life, he is a proud grandfather who eagerly anticipates more time with his family.

The Municipality extends its sincere gratitude to Mr. Barbeau for his contributions over the past 25 years. Serving in a leadership role for a quarter-century is a remarkable achievement, and his impact on both the organization and the community of West Nipissing will be long-lasting.

“I’ve met some wonderful people over my 40-year career,” noted Jay. “Thank you to the community of West Nipissing for allowing me to serve them for the past 25. I’d also like to thank the many councils for their contributions. Most of all, my appreciation goes to staff, the true champions. They show up every day with professionalism and purpose for the community. West Nipissing is well served.”

Jay has provided consistent leadership and has played a key role in the development and progress of our community. You don’t need to look hard to see his legacy. His professionalism and commitment to public service have been greatly valued. We wish him the very best in his retirement.”
