West Nipissing CAO Commends Council on Accomplishments During the 2022–2026 Term

As the Term of Council nears its conclusion, Municipal Council and Administration are reflecting on four years of progress, challenges, collaboration and investment. The 2022–2026 Term Plan Final Report is now available to the public from the municipal website.

At the beginning of the term, Council established a 2022–2026 Term Plan to provide a strategic framework for decision-making and focus resources on the community’s key priorities. Throughout the term, the plan served as a roadmap for Council and Administration, helping guide the organization’s work while providing a way to monitor progress and remain accountable. Now, at the end of the term, it provides an opportunity to look back at what was accomplished and what remains underway.

“This Council began its term at a pivotal moment in the Municipality’s history,” said Chief Administrative Officer Mike Pilon. “Council inherited the findings of the Ministry of Municipal Affairs and Housing’s Administrative Policies, Practices and Procedures Review, while also facing the ongoing needs of a growing community. Rather than viewing these recommendations as challenges, Council embraced them as opportunities to strengthen and modernize municipal government.”

Strengthening Municipal Governance

Council advanced a number of improvements in response to the Ministry’s review, including new and updated policies and by-laws, enhanced accountability measures, improved decision-making processes, expanded training opportunities and greater administrative transparency.

“These improvements establish a stronger foundation for future Councils, municipal staff and residents,” said Mr. Pilon. “By strengthening governance and administrative practices, Council has positioned the organization for continued improvement and success.”

Facilities, Infrastructure and Long-term Financial Planning

Alongside governance improvements, Council remained focused on delivering tangible results for residents. Through the Term Plan, significant progress was made across a broad range of priorities, including investments in roads and bridges, water and wastewater infrastructure, municipal facilities, parks and recreational amenities.

Council also advanced long-term asset management and financial planning, including efforts to strengthen capital reserves and prepare responsibly for future infrastructure needs.

Transparency and Accountability

The final report serves as a summary of accomplishments, a transparent record of the Municipality’s progress and a reference point for the future.

“Perhaps the greatest measure of this term is not any single project or initiative, but what can be accomplished when elected officials, staff, community partners and residents work together toward common goals,” said Mr. Pilon. “The projects completed, policies implemented and strategic investments made throughout this term reflect a collective commitment to leaving West Nipissing stronger than it was four years ago.”
